The scientific satellite to investigate ionosphere effects connected with seismic activity.
Creation of the satellite is planned by the National space Program for 2008-2012.
The satellite is intended to investigate earthquake precursors that appear in ionosphere in the form of quasi-electrostatic or hydromagnetic radiation, variations of plasma background density and flow variations of precipitating energetic particles.

Purpose:
- Search, detection, and investigation of ionosphere disturbances caused by seismic activity of the Earth;
- Investigation of physical mechanisms of interaction between geophysical shells in the system "lithosphere-ionosphere - magnetosphere".
- Development of the principles of satellite monitoring of ionosphere manifestations of natural and antropogenic catastrophes.

A composition of onboard scientific equipment:
- an electrospectrometer of ionospheric plasma;
- a panorama spectrum analyzer;
- a spectrometer of charged particles;
- a mass - spectrometer;
- a TV - camera;
- a spectrometer;
- an ultra-violet photometer;
- an infrared Fourier spectrometer;
- a measurer of electromagnetic fields;
- an SHF - receiver;
- a plasma wave complex;
- a spectral analyzer of magnetic fields;
- an analyzer of electromagnetic fluctations;
- an ionoprobe;
- a measurer of cold plasma;
- an impendance probe to measure local electron concentration of intensity and spectrum of small-scale ionospheric inhomogeneities;
- a measurer of flows and spectrum of energetic particles.

The orbital group to investigate seismic activity will consist of the satellites in several planes, in each of them at the altitude of approximately 600 km, from 3 to 6 satellites may be deployed. During the first experimental phase of system creation, the orbital group of satellites will be deployed in one plane after injection into orbit by one launch vehicle. The satellites are built based on a unified platform which is under development at Yuzhnoye SDO now. This platform will allow for accommodation of up to 55 kg of scientific equipment ensuring its daily-average power consumption of 60 W.
